James L. Powell of Ft. McKavett, Texas, served on the Board of Regents,
James L. Powell
Texas State University System, the governing board for Angelo State University and seven other state universities, from 1971 to 1979, including a term as chairman. The Board of Regents is composed of nine members appointed by the Governor of Texas and confirmed by the Senate.

Born February 22, 1930, in San Angelo, Texas, Powell received a bachelor's degree from Rice University in 1951 and did graduate work at the University of Texas in Austin. He served as lieutenant junior grade in the US Navy from 1952 to 1954.

Powell is a rancher raising registered Hereford and commercial Angus cattle on Texas ranches in Schleicher, Sutton, and Menard counties and also ranches in Nebraska. Powell was president of the Texas Sheep and Goat Raisers Association in 1962 and the National Wool Growers Assocation from 1969 to 1970. He was a member of the advisory committee for the Packers and Stockyards Administration, USDA, from 1960 to 1964. In 1975, Powell was named a member of the Secretary of Agriculture's Technical Advisory Committee for Multilateral Trade Negotiations.

He has been a member of the Governor's Small-Town Task Force, chairman of the Board of Regents for the University of Texas System, chairman of the National Cattleman's Association Tax Committee, and a member of the executive board of the National Livestock Tax Committee.

Powell has served on the Governer's Task Force on Agricultural Development, the Governor's Committee on Water Resources management, Concho Valley Boy Scout Council Executive Committee, and Rice Fund Council.

Powell is a recipient of the Outstanding Conservationist Award of the Eldorado-Divide Soil and Water Conservation District and also "Man of the Year in Texas Agriculture" by Progressive Farmer magazine. In 1990, he was inducted into the International Stockman's School Hall of Fame.

Powell is past director of Texas Commerce Bankshares, Houston; Texas Commerce Bank of San Angelo; First National Bank of Eldorado, Texas; Crockett County National Bank of Ozona, Texas; San Angelo Health Foundation, San Angelo, Texas; and on the Board of MO Ranch Presbyterian Assemby. He has served as Chairman of First National Bank of Mertzon and as an advisory director.

He has been a member of Texas Sheep and Goat Raisers Association since 1975, and was elected President in 1988. He is an elder of the First Presbyterian Church, Eldorado, serves on the executive board of the University of Texas Chancellor's Council, a member of Rice Associates, and a director of American Electric Power Corporation.

Powell and his wife, the former Nancy Hunt, have two daughters, Lorrie Powell Uhl and Victoria Powell Johnson, and five grandchildren.
